Ed Hill Recovery Program "12 Points"

Every local union in the Brotherhood will be signatory to an agreement that addresses their ability to recover the work that they are NOT DOING.

The scope of work to be covered will be and can be different in each agreement and will be determined by the local union business manager and the international vice president.

This agreement will be forwarded to the International Office for review. If the scope and the wage structure are not commensurate with recovering the work that the local union is not doing, it will be sent back for further review. However, that will be an indefinite time period.

A wage and benefit that will be competitive enough to recover the work that the local union is not doing.

The agreement must have NEBF and/or the supplemental NEBF package.

The agreement must have health care; either the local union or the IBEW health care plan.

There must be enabling language for the Code of Excellence contained in the agreement.

There must be a safety clause in the agreement.

These agreements will have full portability for the scope that is contained in the recovery agreement; the work that the local union is not doing.

These agreements must contain the Construction Wireman/Construction Electrician language for the scope of work described in the agreement.

There must be a referral language contained in the agreement for the classifications working under the terms of the agreement. (This will ensure that those organized will not be left to drift and others hired in their place).

There must be a training fund to provide training to upgrade those classifications contained in the agreement.
Branstad Promises to Repeal Executive Order on PLAs if Elected
St. Paul, Minn - Former Iowa Governor Terry Brandstad (R) July 12 said he would rescind an executive order requiring local governments to consider project labor agreements for large projects if he is elected governor in November....
Ken Sagar, President of the Iowa Federation of Labor, said he was not surprised, but he was disappointed by Branstad's attack on PLAs. He said Branstad announced he would be a bulwark against labor legislation when he secured the Republican nomination last month. It appears, he said, that putting Iowans to work at good wages is not a priority for the former governor.
